A DMExpress task that makes a design-time or run-time connection to a DB2 database running on Windows 2008 or Windows 7 may trigger a DB2 "SQL5005C" error. This is a DB2 issue caused by the Windows User Account Control (UAC) feature. It can be resolved by disabling UAC on the DB2 Windows machine.
DB2 running on Windows 2008 or Windows 7 issues the following error message when the DB2 service tries to start in response to an attempted connection from DMExpress:
SQL5005C- System Error

To fix it, you need to disable UAC as described in the Turning off UAC section of the Microsoft User Account Control Guide.
